Kyla S. Bond

Kyla S. Bond serves as municipal counsel to cities and public agencies throughout Washington State, advising elected officials and public leadership on governance, public records compliance, elections, and complex municipal matters.

With more than a decade of experience inside government, Kyla most recently served as a Senior Deputy Prosecuting Attorney for Kitsap County, where she counseled department heads and elected officials on public records compliance, interlocal agreements, elections, governance, and open government law.

Prior to Kitsap County, she served as an Assistant Director at the Washington Office of Superintendent of Public Instruction, directing statewide regulatory compliance and enforcement programs. Her combined experience across county and state government provides practical insight into how public agencies operate — from policy development to executive decision-making

Kyla founded Sound Solutions Law to provide Washington cities and agencies with structured, experienced municipal counsel through flexible engagement models, including contract city attorney services, outside general counsel, strategic project engagements, and executive advisory support.

Her approach is governance-centered and solutions-driven — identifying risk early, building defensible public structures, and helping public officials move forward with clarity, stability, and confidence.
